There are several trailheads in the area, look for the one just North of Rock Springs Cafe. Velda Rose Road is your exit from I-17.
There is a nice hillside of saguaros near the trailhead or about a 20-minute walk (on an easy, fairly level trail) will bring you to an overlook above pretty bends of the Agua Fria River.
